SP4 Phase E — import a set of Atlas cohorts into app.cohort_definitions.

/api/v1/finngen/workbench/atlas/import

Wraps AtlasCohortImportService::importFromActiveRegistry(). Imported rows land in the same table the Parthenon browse tab reads from, so they become findable in ImportCohortsStep tab 1 immediately.
