/api/v1/mapping-review/queue/:queueId/reject

Reject all candidates. Keeps the queue row (status='rejected') with the supplied reason; does NOT write to parthenon_concept_map. The reviewer can later re-open a rejected row when better candidates are produced by a re-run of Harmonia.
